DNSCMD.EXE is an option, but DNSShell (http://bit.ly/hSiyGF) is a pretty good PowerShell option. I use it almost daily.

Why the lockdown on the SCCM 2012 database version? 2007 R2 let us use SQL 2008 R2, but now you're going backwards..

SCCM 2012 Requires SQL Server 2008 SP1, with CU 10 or higher.. not SP2, not R2, not anything else... #SCCM #Fail
